Creates new residency requirements for candidates and public officers, requiring each to maintain only one domicile at a time, with the domicile address used to satisfy any geographic residency requirement.

Establishes a comprehensive list of 20 factors that may be considered in determining whether a candidate or public officer meets residency requirements, including homestead exemption claims, utility payments, voter registration address, driver's license address, and federal tax returns.

Provides exception for active duty military members, who cannot be deemed to have acquired or abandoned a domicile solely due to military station location, but may voluntarily establish a new domicile where stationed.

Exempts the Governor and Cabinet officers from the domicile establishment requirement while maintaining existing residency requirements at the seat of government for the Attorney General, Chief Financial Officer, and Commissioner of Agriculture.

Excludes members of the Legislature from the act's applicability and takes effect January 1, 2015.
