Establishes the POW-MIA Chair of Honor Memorial to be funded by Florida chapters of Rolling Thunder, Inc., with design and placement approved by the Department of Management Services after considering recommendations from the Department of Veterans' Affairs, Rolling Thunder chapters, and Florida Historical Commission.

Prohibits construction and placement of monuments on the Capitol Complex premises unless authorized by general law and approved by the Department of Management Services in coordination with the Division of Historical Resources.

Defines "monument" as a permanent structure such as a marker, statue, sculpture, plaque, or living plant material placed in remembrance of a significant person or event in Florida history, excluding Official Florida Historical Markers.

Requires the Department of Management Services to set aside and dedicate a memorial garden area on the Capitol Complex (excluding the State Capital Circle Office Complex) for authorized monuments.

Adds advisory duties to the Florida Historical Commission to provide recommendations on the design and placement of monuments authorized for the Capitol Complex.
