Exempts personal identifying information held by the Department of Transportation, counties, municipalities, and expressway authorities from public records requirements when used for paying, prepaying, or collecting tolls and associated administrative charges.

Applies the exemption retroactively to personal identifying information held before, on, or after the effective date of the exemption.

Subjects the exemption to the Open Government Sunset Review Act and schedules it for automatic repeal on October 2, 2019, unless the Legislature reenacts it.

Establishes that the exemption protects individuals' privacy regarding location, travel patterns, and travel activity on toll roads, while ensuring equal treatment for all toll payment methods including TOLL-BY-PLATE systems that use license plate imagery.
