Amends the definition of "league" to include Major League Soccer, in addition to Major League Baseball, the National Basketball Association, the National Football League, and the National Hockey League.

Clarifies that an applicant previously certified and funded under this section cannot receive an additional certification for a franchise or facility that already served as the basis for a previous certification.

Increases the maximum number of facility certifications from 8 to 10 for new or retained professional sports franchises.

Reserves 2 of the 10 available facility certifications specifically for new Major League Soccer franchises.

Takes effect July 1, 2014.
