Creates section 403.7147, Florida Statutes requiring each district school board to develop and implement a districtwide paper recycling program in all classrooms.

Defines "paper" as cellulosic material containing less than 10 percent noncellulosic material, including newspaper and office paper, and "paper product" as paper articles including napkins, towels, and cardboard.

Authorizes district school boards to exempt confidential documents if additional recycling costs apply, and to exempt entire districts or individual schools if recycling costs are unreasonable or create undue operational burden.

Requires money received from recycling paper or paper products to be deposited into the school district's general fund.

Effective date July 1, 2014.
