Expands the definition of "project" under the Higher Educational Facilities Financing Act to include a comprehensive list of facilities and structures used by institutions of higher education.

Adds dormitories, housing facilities, dining halls, student unions, administration buildings, academic buildings, libraries, laboratories, research facilities, classrooms, athletic facilities, health care facilities, maintenance facilities, storage facilities, and utility facilities to the definition of qualifying projects.

Includes parking facilities and other structures essential or convenient for the orderly operation of higher education institutions within the definition of "project."

Permits inclusion of equipment, machinery, and similar items necessary for the operation of facilities, but excludes books, fuel, supplies, and other items that result in current operating charges.

Maintains existing provision allowing loans in anticipation of tuition revenues by institutions of higher education as qualifying projects under the act; effective July 1, 2014.
