Requires regulated public utilities with gross annual revenues exceeding $25 million to submit annual plans for increasing procurement contracts from women-owned, minority-owned, and service-disabled veteran-owned businesses.

Plans must include short-term and long-term goals, timetables, and methods to encourage prime contractors and grantees to subcontract with these businesses, particularly in renewable energy and smart grid projects, but cannot include quotas.

Directs the Florida Public Service Commission to establish guidelines for plan development, develop outreach programs to inform eligible businesses, and require regulated companies to implement those programs.

Permits regulated companies to implement supportive measures such as progressive payments, amended performance bond requirements, and financing assistance to facilitate participation of women, minority, and service-disabled veteran business enterprises.

Requires regulated companies to submit annual implementation reports to the commission and the commission to provide a summary report to the Legislature by September 1 each year, with penalties of first-degree misdemeanor for falsely representing a business as qualifying for these procurement opportunities.
