Creates authorization for property owners in single-family residential zones to construct accessory dwelling units up to 850 square feet for exclusive occupancy by seniors (age 60+), disabled persons, or their caregivers.

Requires property owners to submit a building permit application and affidavit to local government attesting the unit will house authorized occupants.

Accessory dwelling units must comply with local parking, height, setback, lot coverage, and architectural regulations and are subject to applicable local government fees and charges.

Establishes civil penalties up to $10,000 for unauthorized occupancy of the unit or providing false information on permit applications or affidavits.

Exempts residential communities with deed restrictions prohibiting accessory dwelling units from the requirements; effective date July 1, 2014.
