Florida Legislature applies to Congress under Article V of the Constitution to call a convention for proposing an amendment requiring a balanced federal budget, except during national emergencies.

The amendment would prohibit total federal appropriations from exceeding total estimated federal revenues for any fiscal year, with related fiscal restraints.

This application supersedes Florida's previous 2010 balanced budget application and conforms to single-subject applications from 19 other states including Alabama, Alaska, Arkansas, Colorado, and others.

Florida's application counts toward the two-thirds threshold of states required to trigger an Article V constitutional convention and may only be aggregated with other balanced budget applications, not other constitutional convention proposals.

Copies of the memorial must be sent to the President, Senate President, House Speaker, and all members of Florida's congressional delegation.
