Changes authorization for the Division to select and designate historic sites within the state park system from mandatory to permissive ("is authorized and empowered to" becomes "may").

Allows erection and maintenance of signs and markers at historic sites on public and private property (with permission) within the state park system.

Adds new requirement that historical monuments can only be erected and maintained with express legislative approval, unlike signs and markers which do not require such approval.

Permits placement of signs, markers, and monuments on both public property and private property where permission is obtained.
