Authorizes the Department of Highway Safety and Motor Vehicles to share driver license images with the Department of Health and Agency for Health Care Administration for verifying photographs in the Care Provider Background Screening Clearinghouse.

Expands disqualifying offenses for healthcare and care provider background screening to include attempts, solicitation, conspiracy, credit card fraud, racketeering, money laundering, and fraudulently obtaining goods or services from healthcare providers.

Requires electronic submission of fingerprints for rescreening and exempts persons already enrolled in the FBI's national retained print arrest notification program from resubmission requirements.

Modifies background screening exemption criteria to require payment of court-ordered restitution, fees, and fines before an exemption can be granted for disqualifying offenses.

Changes language from "affidavits" to "attestations" for healthcare licensure applications and annual compliance statements.
