Terminates three trust funds: Agricultural Law Enforcement Trust Fund (FLAIR 42-2-025), Market Trade Show Trust Fund (FLAIR 42-2-466), and Relocation and Construction Trust Fund (FLAIR 42-2-584)

Transfers Agricultural Law Enforcement Trust Fund balances and revenues to the General Inspection Trust Fund; transfers Market Trade Show Trust Fund to the Florida Agricultural Promotional Campaign Trust Fund; transfers Relocation and Construction Trust Fund to the Incidental Trust Fund

Creates six new trust funds within the Department of Agriculture and Consumer Services: Administrative Trust Fund, Federal Grants Trust Fund, Florida Saltwater Products Promotion Trust Fund, Plant Industry Trust Fund, Pest Control Trust Fund, and Citrus Inspection Trust Fund

Allows year-end balances in all trust funds to carry forward to the next fiscal year for carrying out fund purposes, notwithstanding general budget provisions

Takes effect July 1, 2014
