Re-creates the Federal Grants Trust Fund within the Department of Financial Services (FLAIR number 43-2-261), which was scheduled for termination on July 1, 2015 under the State Constitution.

Repeals subsection (3) of section 17.67, Florida Statutes, which contained provisions relating to the trust fund's termination.

Legislature found the trust fund continues to serve an important public purpose and that existing public policy provides adequate parameters for its use.

Effective date is July 1, 2014.
