Authorizes professional and technical engineering societies to submit qualified nominees for board member consideration and establishes staggered initial terms of 2, 3, and 4 years for successor appointments.

Allows engineer license applicants who fail the fundamentals examination three times to take two additional attempts if delayed by military service before requiring additional education or board-approved review courses.

Simplifies licensure by endorsement requirements by removing the three alternative pathways (15-year license holders, doctorate holders, and doctorate holders who taught engineering).

Increases continuing education requirements from 4 to 9 hours per year (18 hours total per renewal period) with specified hours for chapter knowledge, ethics, and area of practice; allows credit for seminars, workshops, webinars, and committee participation in professional societies.
