Requires the Diabetes Advisory Council to work with the Department of Health, Agency for Health Care Administration, and Department of Management Services to develop plans for managing, treating, and preventing diabetes.

Mandates the council submit a comprehensive report by January 10 of each odd-numbered year to the Governor and Legislature containing public health consequences, financial impact, and number of persons with diabetes covered by Medicaid and state group insurance.

Requires reporting on the effectiveness of state agency diabetes programs, funding sources, and cost savings realized from program implementation.

Requires documentation of coordination among state agencies for diabetes management, treatment, and prevention programs.

Requires development of a detailed action plan with benchmarks for reducing new diabetes cases and identifying expected outcomes from implementation.
