Repeals load limit restrictions for certain towed vehicles and updates overweight vehicle penalty terminology and calculation methods, including increasing the idle-reduction technology weight allowance from 400 to 550 pounds.

Authorizes the Department of Transportation to fund up to 100 percent of strategic airport investment projects that improve access, capacity, international trade opportunities, and intermodal transportation goals with demonstrated matching funds availability.

Prohibits the Department of Transportation from entering into lease-purchase agreements with expressway authorities and regional transportation authorities, while preserving existing agreements authorized under specified chapters as of July 1, 2013.

Revises Alligator Alley toll revenue uses to fund fire station design and construction at mile marker 63 for local government use, with operating cost reimbursement through interlocal agreements, and directs excess revenues to the Everglades Trust Fund.

Restructures environmental mitigation requirements for transportation projects to emphasize efficiency and cost-effectiveness, allowing use of mitigation banks, direct water management district invoicing for services, and refunds of excess payments to the Department of Transportation.
