Authorizes county school boards to levy a discretionary sales surtax at a rate not exceeding 0.5 percent, subject to majority voter approval in a referendum.

Expands permitted uses of school capital outlay surtax proceeds to include purchase of school buses, in addition to existing capital improvements and technology costs.

Allows school boards to use surtax proceeds for operational expenses related to maintaining, renovating, or repairing existing school facilities and maintaining or upgrading technology equipment, if included in the referendum plan.

Requires school boards to include a brief description of funded projects in the referendum resolution, conforming to ballot requirements under section 101.161.

Takes effect July 1, 2014.
