Modifies Florida Kidcare eligibility and enrollment procedures to use "household income" and "modified adjusted gross income" definitions from federal tax law instead of "family income," and establishes electronic verification through federal data services.

Repeals obsolete Florida Kidcare provisions (ss. 409.817 and 409.8175) and eliminates the Department of Health and Office of Insurance Regulation roles in program administration.

Prohibits health insurers, managed care organizations, and prepaid health service organizations from requiring dentists to provide services at insurer-set fees unless services are covered benefits, and permits dentists to accept voluntary patient contributions for dental laboratory costs without forfeiting sovereign immunity.
