Requires the Department of Highway Safety and Motor Vehicles to create a Florida Homebuilders specialty license plate with an annual use fee of $25.

Plate must display "Florida" at the top and a department-approved slogan at the bottom.

Department retains all annual use fees until startup costs for plate development and issuance are recovered.

After startup costs are recouped, fees are distributed to the Florida Home Builders Association and local affiliates, with up to 10 percent allowed for administrative costs and marketing.

Remaining fee proceeds must be used by the Association to protect, promote, and educate the public about Florida's home building industry.
