Requires notice of public meetings to include a specific description of each matter to be considered by the board or commission.

Prohibits boards or commissions from acting upon any matter at a public meeting that was not included in the meeting notice.

Allows action on matters not in the notice only if they concern an impending public health, safety, welfare, or other emergency requiring immediate action and are approved by a super majority of board or commission members.

Does not limit the application of other laws, charters, ordinances, or rules that impose additional or more restrictive notice requirements on boards or commissions.

Takes effect July 1, 2014.
