Revises statutory references from "Korean Conflict" and "Vietnam Era" to "Korean War" and "Vietnam War" respectively to align terminology with official military designations.

Authorizes issuance of Combat Medical Badge license plates for recipients, in addition to existing Combat Infantry Badge and Combat Action Badge plates.

Establishes proof of eligibility for specialty military license plates through award of related campaign medals: Southwest Asia Service Medal for Desert Shield/Storm operations, Iraq Campaign Medal for Operation Iraqi Freedom, Afghanistan Campaign Medal for Operation Enduring Freedom, Vietnam Service Medal for Vietnam War service, and Korean Service Medal for Korean War service.

Updates license plate designs to include a likeness of the related campaign medal or badge alongside the designation text for all military veteran specialty plates.

Changes effective date to July 1, 2014.
