Expands the Reemployment Assistance Appeals Commission from 3 members to 9 members effective October 1, 2014, consisting of a chair and 8 members appointed by the Governor subject to Senate confirmation.

Chair must have qualifications required for a circuit court judge, serves a 4-year term, must devote full time to commission duties, and receives salary equal to a circuit court judge.

Eight members serve 2-year terms (with initial staggered terms of 1 year for some members), with 4 members appointed from even-numbered regional workforce boards and 4 from odd-numbered boards; Governor must consider representation of labor, minorities, persons with disabilities, small business, and veterans.

Eliminates the $100 daily stipend previously paid to commission members; members retain travel expense reimbursement eligibility.

Increases quorum requirement from 2 members to 4 members plus the chair and specifies that no member may participate in matters where they have a conflict of interest.
