Reduces Florida Cancer Control and Research Advisory Council from 35 to 15 members and changes appointment methods, with the State Surgeon General or designee as an automatic member and remaining members appointed by their institution/organization representatives rather than the Governor.

Requires the council to collaborate with the Florida Biomedical Research Advisory Council to formulate and annually review a statewide research plan and develop a statewide "Florida Cancer Treatment Plan."

Changes council member compensation to eliminate per diem reimbursement; members' travel expenses are reimbursed by their affiliated institution or organization, or by the H. Lee Moffitt Cancer Center if unaffiliated.

Eliminates provisions authorizing the Board of Governors and State Surgeon General to award grants and contracts for cancer programs and removes the requirement for the council to develop written summaries of breast and prostate cancer treatment alternatives.

Deletes the Florida Cancer Control and Research Fund and removes financial aid provisions for cancer patients, effective July 1, 2014.
