Creates a sales tax exemption for energy-efficient appliances during October 1-31 each year on products priced at $1,500 or less.

Defines "energy-efficient appliance" as compact fluorescent or LED lighting fixtures, dehumidifiers, programmable thermostats, ceiling fans, dishwashers, refrigerators, stoves, clothes washers, water heaters, or air conditioners designated by the U.S. Department of Energy or certified under the Energy Star Program.

Limits the exemption to appliances purchased for noncommercial home or personal use and excludes products purchased for trade, business, or resale.

Authorizes the Department of Revenue to adopt rules to administer the exemption.

Effective date is July 1, 2014.
