Establishes the "Victoria Q. Gaetz Animal Rights Act" to regulate medication and drug use in racing animals, replacing detailed substance lists with broader "impermissible medication or drug" language.

Increases penalties for violating drug use prohibitions from a $5,000 maximum fine to the greater of the purse/sweepstakes earned by the animal in the race or $10,000.

Shortens the prosecution window for violations from 2 years to 180 days after the violation occurs.

Requires split-sample drug testing procedures with mandatory notification of all test results to owners, trainers, stewards, and horsemen's associations; prohibits further action if the split sample is insufficient for confirmation.

Mandates the Division of Pari-mutuel Wagering maintain 7-year records of greyhound racing injuries including animal identification, owner/trainer information, injury details, and track conditions; establishes fines up to $1,500 for false statements on injury forms and at least $3,000 for subsequent violations.
