Authorizes courts to remove the disability of nonage for foster children 16 and older who have completed driver education and are adjudicated dependent, allowing them to execute motor vehicle insurance contracts.

Establishes a 3-year pilot program through the Department of Children and Families to pay costs of driver education, licensure, and motor vehicle insurance for eligible children in licensed out-of-home care.

Limits insurance payments to the increase in cost when a child is added to an existing policy, with payments made in order of eligibility until funds are exhausted.

Requires the department to contract with a not-for-profit entity to administer the pilot program and submit annual reports to the Governor and Legislature with recommendations on continuation, termination, or expansion.

Mandates secondary schools provide preferential enrollment in driver education courses to students in the custody of the Department of Children and Families who maintain appropriate progress, and appropriates $800,000 for implementation during fiscal year 2014-2015.
