Redefines "clinic" in the Health Care Clinic Act to clarify that it means an entity that provides health care services and receives remuneration for such services.

Exempts federally certified providers under 42 C.F.R. part 485, subpart H from clinic licensure requirements, with a grandfather provision allowing exemptions for other clinics owned by entities that owned exempt clinics before July 1, 2014.

Subjects clinics to additional inspections, administrative penalties, licensure suspension or revocation, and criminal penalties if they hire or contractually engage physicians whose licenses are suspended or revoked.

Subjects clinics to penalties if licenses of two or more physicians employed by the clinic have been suspended or revoked as a consequence of the physicians' actions while engaged by the clinic.

Takes effect July 1, 2014.
