Requires certificates of title for rebuilt vehicles to include a statement that the vehicle "may have previously been declared a total loss vehicle due to damage."

Mandates the Department of Highway Safety and Motor Vehicles submit a report by October 31, 2015 to the Governor and Legislature with recommendations regarding the rebuilt vehicle title process and inspection of rebuilt vehicle roadworthiness.

Establishes different destruction thresholds for late model vehicles (7 years or newer with retail value of at least $7,500) requiring 90% repair cost threshold versus 80% for other vehicles to declare them unrebuildable and issue a certificate of destruction.

Requires owners or insurance companies of motor vehicles under $7,500 in value or older than 7 years to obtain a certificate of destruction if the vehicle is damaged, wrecked, or burned to the extent it has only scrap or parts value.

Expands airbag fraud prohibitions to include manufacturing, importing, and offering for sale of fake airbags (including counterfeit and nonfunctional airbags), with violations constituting a second-degree felony.
