Creates the Grants and Donations Trust Fund within the Agency for Persons with Disabilities to serve as a depository for grants, donations, and cash income from disposal of donations received by the agency.

Allows fund balances to carry forward at the end of each fiscal year and remain available for carrying out trust fund purposes, notwithstanding appropriations law restrictions.

Requires the trust fund to be reviewed according to state review procedures before its scheduled termination on July 1, 2018.

Effective date is July 1, 2014.
