Revises membership requirements for family care councils within the Agency for Persons with Disabilities service areas.

Requires at least three council members be individuals receiving or waiting to receive services from the agency.

Adds grandparents as eligible family members to serve on family care councils, alongside existing parent, guardian, and sibling members.

Requires written consent from a grandchild's parent or legal guardian before a grandparent can be appointed to a family care council, with the parent or guardian providing notice of consent to the agency.

Takes effect July 1, 2014.
