Adds a new exception to Florida's hearsay rule for statements made by domestic violence victims that describe or explain acts of domestic violence as defined in s. 741.28.

Permits admission of victim statements that are recorded electronically or in writing, or made to law enforcement to respond to an ongoing emergency, if the statement has sufficient indicia of reliability.

Requires courts to evaluate reliability by considering corroboration by other evidence, timing of the statement, whether leading questions were used, and any subsequent statements by the victim.

Provides that a victim's recantation alone is insufficient grounds to deny admission of a statement unless accompanied by other factors indicating unreliability.

Takes effect upon becoming law.
