Expands the Relative Caregiver Program to include nonrelatives who are willing to assume custody and care of dependent children, not just blood relatives or relatives by marriage.

Requires that nonrelatives receiving placement must be given court-ordered temporary legal custody under protective supervision of the department.

Allows nonrelatives to receive the same financial assistance, special monthly caregiver benefits, and support services as relatives under the program if they meet home study requirements and provide safe, stable care.

Specifies that nonrelatives are not required to meet foster care licensing requirements under section 409.175 and may care for children and their dependent half-siblings.

Effective date of July 1, 2014.
