CS for SB 780 Summary

• Adds five new hallucinogenic substances to Schedule I controlled substances: AB-PINACA, AB-FUBINACA, ADB-PINACA, Fluoro ADBICA, 25B-NBOMe, and 2C-C-NBOMe.

• Reduces penalties for possession of 3 grams or less of specified synthetic drugs (items 46-50, 114-142, 151-159, and 166-173 in Schedule I) from felony to misdemeanor of the first degree.

• Creates new trafficking offense for 3,4-Methylenedioxymethcathinone, 3,4-Methylenedioxypyrovalerone (MDPV), and Methylmethcathinone with mandatory minimum sentences: 3 years for 10-200 grams, 7 years for 200-400 grams, and 15 years for 400+ grams.

• Establishes capital felony offense for manufacturing or importing 30 kilograms or more of the three specified cathinones when the person knows it would result in death.

• Updates the Criminal Punishment Code offense severity ranking chart to reflect the new controlled substances and trafficking offenses.
