Requires the Florida Department of State to establish a secure online voter registration system beginning January 1, 2015, allowing applicants to submit new registrations and updates to existing records.

Mandates the online system compare submitted Florida driver license or identification numbers with Department of Highway Safety and Motor Vehicles records to verify applicant name and date of birth consistency.

Authorizes the use of digital signatures from the Department of Highway Safety and Motor Vehicles to satisfy the signature requirement for voter registration, or requires supervisors of elections to send applicants a postcard notice requesting a signature if none is on file.

Requires the website to comply with Section 508 of the Rehabilitation Act of 1973 and Title II of the Americans with Disabilities Act, with accessibility verified by an independent expert body.

Provides that online voter registration receives equal legal treatment as in-person, mail, or other voter registration methods under Florida law.
