Creates the Florida Digital Classrooms allocation to support district and school efforts to improve student performance by integrating technology in classroom teaching and learning, with districts required to adopt and submit digital classrooms plans to the Department of Education for approval by October 1, 2014, and March 1 annually thereafter.

Establishes funding for the digital classrooms allocation at up to 1 percent of the base student allocation multiplied by total K-12 full-time equivalent student enrollment, with each school district receiving a minimum of $250,000 and remaining funds distributed by student enrollment proportion.

Requires the State Board of Education to adopt a Florida digital classrooms plan establishing minimum protocols, parameters, and requirements for district and school infrastructure and digital tools; authorizes independent third-party verification or Auditor General verification of districts' use of funds.

Creates section 1007.2616 requiring public schools to provide students in grades K-12 opportunities for learning computer science including coding and programming, and allows high school computer science courses to satisfy mathematics or science graduation requirements.

Establishes the Florida Center for Library Automation to provide shared library automation systems and services to public postsecondary institutions, and renames the Complete Florida Degree Program as the Complete Florida Plus Program within the University of West Florida's Innovation Institute.
