Establishes immediate license suspension for participants who fail to provide urine samples or test positive for prohibited substances, with grounds for additional disciplinary action.

Revises gross receipts calculations to allow promoters to issue up to 5 percent complimentary tickets without including face value in reported receipts, with commission authorization available for higher percentages; requires promoters to retain records for 1 year and permits commission audits.

Changes commission hearing procedures to comply with Chapter 120 administrative procedures and provides a $111,000 appropriation for fiscal year 2014-2015; effective July 1, 2014.
