Redefines "legislative body" in collective bargaining law to designate county constitutional officers (sheriff, tax collector, property appraiser, supervisor of elections, clerk of circuit court) as the legislative body for resolving non-wage impasse issues with their respective employees.

Establishes that the board of county commissioners remains the legislative body for resolving disputed impasse issues specifically over wages for county constitutional officers' employees.

Defines "wages" as the base salary or base salary adjustments of bargaining unit employees.

Requires the board of county commissioners to provide supplemental funds to a county constitutional officer if a wage impasse resolution exceeds the officer's final offer, with authority for the officer to seek circuit court enforcement if funds are not provided.

Takes effect July 1, 2014.
