Consolidates judicial branch salary provisions into a new section 29.23, directing that salaries for justices, judges, and court clerks be fixed annually in the General Appropriations Act or determined according to section 25.382(3).

Removes specific residency requirements for circuit judges in the 5th, 7th, and 16th circuits while maintaining the state's 20 judicial circuits structure.

Excludes retired judges practicing law from the Conference of Circuit Judges of Florida and removes the mandatory requirement for active judges to attend and participate in conference meetings.

Expands judgment enforcement procedures under section 56.29 to allow courts to order application of property, debts, and obligations toward judgment satisfaction, entertain fraudulent transfer claims, and enter money judgments against impleaded defendants; amendments are declared remedial and retroactively applicable.

Increases Judicial Qualifications Commission membership from 13 to 15 members and repeals sections concerning evidence rules and court cost provisions.
