Mandates affected stores distribute at least 50 percent of collected bag fees to the local school district for educational purposes, with stores retaining up to 50 percent to offset compliance costs.

Requires quarterly reporting to local government on the number of paper bags provided, fees collected, and efforts to promote reusable bag usage, with local governments authorized to impose penalties for violations.
