Creates exemptions from public records requirements for applications submitted to the Alzheimer's Disease Research Grant Advisory Board and board records relating to application review, except for final recommendations.

Exempts portions of board meetings during which research grant applications are discussed from public meetings requirements, while requiring recordings be made and maintained by the board.

Allows disclosure of confidential information only with express written consent of the affected individual or their legally authorized representative, or by court order upon a showing of good cause.

Justifies confidentiality based on scientific peer review practices used by the National Science Foundation and National Institutes of Health to protect researchers' ideas, processes, and innovation from public disclosure.

Subjects the exemptions to the Open Government Sunset Review Act with automatic repeal on October 2, 2019, unless the Legislature reenacts them.
