Requires executive council members of Florida Clerks of Court Operations Corporation to comply with ethics standards in sections 112.313, 112.3135, and 112.3143(2), treating them as public officers with the corporation as their agency.

Extends mandatory 4-hour annual ethics training requirement to elected municipal officers beginning January 1, 2015, covering the State Constitution, Code of Ethics, and public records and meetings laws.

Requires officers filing financial disclosures beginning January 1, 2015 to certify completion of required ethics training; failure to certify is not considered a minor error and may result in removal proceedings if willful.

Creates lobbying registration and reporting requirements for persons lobbying water management districts, including registration with the district, disclosure of principals represented, and investigation procedures by the Commission on Ethics.

Establishes ethics requirements for various quasi-public entities including Enterprise Florida Inc., Florida Tourism Industry Marketing Corporation, expressway authorities, and Citizens Property Insurance Corporation, with standards addressing conflicts of interest, disclosure requirements, post-employment restrictions, and gift prohibitions.
