Requires the Division of Emergency Management to develop and maintain a special needs shelter registration program by March 1, 2015, with a uniform electronic registration form and database accessible to local emergency management agencies.

Mandates that special needs shelters establish designated shelter areas for persons with Alzheimer's disease or related dementia and employ staff familiar with the needs of these individuals.

Establishes the Ed and Ethel Moore Alzheimer's Disease Research Program within the Department of Health to fund competitive grants and fellowships for research on prevention, diagnosis, treatment, and cure of Alzheimer's disease.

Creates an 11-member Alzheimer's Disease Research Grant Advisory Board composed of gerontologists, geriatric psychiatrists, geriatricians, neuroscientists, and neurologists to recommend funded research proposals by December 15 each year.

Requires the Department of Elderly Affairs to develop minimum performance standards for memory disorder clinics to receive base-level funding and establish incentive-based funding for clinics exceeding performance goals.
