Removes references to "offering circular" throughout the statute and consolidates disclosure requirements into the prospectus document.

Adds notice requirement in prospectus stating that upon a change of land use, residents may be evicted and ordered to move their mobile home within 6 months or forfeit it.

Requires park owners to provide evidence of suitable, affordable, and comparable mobile home park accommodations for displaced residents before governmental approval of any mandatory eviction due to a change in land use.
