Classifies dual enrollment students as Florida residents for tuition purposes if they complete a dual enrollment course, graduate from a Florida high school, and subsequently enroll at the institution that offered the course.

Requires the dual enrollment course to be creditable toward a degree offered at the institution of higher education.

Directs the State Board of Education to adopt rules and the Board of Governors to adopt regulations to implement the resident classification requirements.

Effective July 1, 2014.
