Amends Florida law to explicitly authorize park or recreation districts to conduct bingo games, including independent special districts under section 189.403 and recreation districts under chapter 418.

Allows bingo to be held on property owned by park or recreation districts, in addition to property owned by other eligible organizations like condominiums and homeowners' associations.

Requires net proceeds from bingo games conducted by these districts to be returned to players as prizes after deducting actual business expenses necessary for operating and playing bingo.

Permits any remaining net proceeds after prize payouts to be donated to charitable, nonprofit, or veterans' organizations exempt from federal income tax, or used as specified in existing law.

Takes effect July 1, 2014.
