Creates a new funding mechanism that provides 0.08 additional full-time equivalent (FTE) student membership for students in Advancement Via Individual Determination (AVID) elective classes who score 4 or higher on International Baccalaureate exams, E or higher on Advanced International Certificate of Education exams, 3 or higher on College Board Advanced Placement exams, or pass algebra/higher-level mathematics end-of-course exams in grades 6-8.

Requires school districts to allocate generated AVID funding to the specific school whose students earned it and restrict expenditures to AVID program costs including membership fees, professional development, instructional supplies, and tutor compensation.

Applies the additional FTE value to total full-time equivalent student membership in basic programs for grades 6-12 in the subsequent fiscal year.

Updates a cross-reference in section 1003.52 from s. 1011.62(1)(s) to s. 1011.62(1)(t) regarding district cost differential calculations for juvenile justice education funding.

Takes effect July 1, 2014.
