Authorizes individuals serving process to enter property without committing trespass or incurring civil liability if entrance is necessary to serve process and they do not open gates, doors, or cross fences.

Requires employers contacted by process servers to allow authorized individuals to serve employees in a private area designated by the employer.

Permits posting of criminal witness subpoenas at a witness's residence after three failed service attempts at different times on different dates for court appearances, or after one failed attempt for depositions.

Allows criminal witness subpoenas for traffic cases, misdemeanors, and second or third degree felonies to be served by United States mail at least 7 days before the required appearance, with failure to respond not grounds for contempt if mail is not certified.
