Requires physicians to examine the pregnant woman and fetus using available tests and ultrasound to determine viability before performing any termination, and document findings in the medical file.

Mandates physicians performing termination during viability or third trimester exercise the same degree of professional skill and care to preserve fetal life and health as for a fetus intended to be born, with pregnant woman's life and health as the overriding concern if conflicts arise.

Prohibits abortion of a viable fetus outside a hospital and establishes third-degree felony penalties for violations, plus second-degree felony if the woman dies; includes administrative discipline provisions for licensed professionals.
