Exempts dual enrollment students from paying registration, tuition, technology, and laboratory fees, expanding the previous exemption to explicitly include technology fees.

Removes the requirement that home education students provide their own instructional materials in order to participate in dual enrollment, while maintaining their responsibility for transportation.

Requires postsecondary institutions eligible for dual enrollment to enter into articulation agreements with home education students and private school students, with annual submission to the Department of Education by August 1.

Mandates that instructional materials assigned for dual enrollment courses be made available free of charge to students from public high schools, home education programs, and private schools.

Establishes requirements for private school students to participate in dual enrollment, including proof of enrollment and a signed articulation agreement with the postsecondary institution and student's parent.
