Repeals 22 expired or inoperative statutory provisions that have reached their automatic expiration dates or been repealed by previous legislation, including sections relating to the Century Commission for a Sustainable Florida, manufacturing incentive programs, and long-term care pilot projects.

Deletes sub-sub-subparagraph (7)(b)1.b.(II) of section 458.347 regarding physician assistant licensure requirements that expired July 1, 2001, and removes expired architecture licensure exceptions from section 481.213.

Amends section 288.0001 to change reference to the Manufacturing and Spaceport Investment Incentive Program from "established under" to "formerly established under" to reflect its repeal.

Repeals related statutory cross-references in sections 288.9625, 409.979, and 430.04 to conform with the deletion of expired programs and waivers.

Takes effect 60 days after adjournment sine die of the legislative session in which it is enacted.
